Japanese tv stations to begin terrestrial digital services this spring.

"In China, it's an open question as to how much of that [broadcast] market is up for grabs," said Brian Lebowitz, senior analyst at Gartner. "The cable-TV market could be one of them, but it will remain fragmented."

That is the same situation as with Internet access. China's total TV watching population has grown by 13 percent since 2011, while TV viewing from the Internet has remained roughly flat—with a 10.4 percent growth since 2011.

Yet as cable TV providers in China begin selling Internet-based services to consumers, many TV watchers still hold out hope of getting a cut of the profits.

In December, Koryo TV, a China-based mobile television service, began offering a live feed from the Shanghai and Zhengzhou subway stations to a mobile app and said it will open up its service to Internet users to boost its ad revenue.

At home, some people also have not yet gotten around to buying mobile-device-enabled cable TV set-top boxes, which cost between $250 and $400, according to data from Chinese market research firm BTIG. TV watchers who do buy such boxes may be disappointed by the lower prices, but also worried the cable-TV operators may take their share of the $25 billion a year in ad revenues. "We expect them to give away a small portion of the ad revenues. It's a matter of balance," said David Bower, an analyst with BTIG.

China is a different kind of customer

It might be hard for cable operators to deliver their television to viewers in a market that is increasingly mobile, but consumers in other countries are doing better with their television options than in China, said Robert Nisbet, president of China Digital TV Network Ltd.

The biggest growth in cable TV revenue in the world is seen in China, accounting for 25 percent of all cable TV traffic. But in the U.S., cable service revenue is down slightly from last year as cable TV service growth in the country continues to languish. But the percentage of the country's cable TV subscribers continues to grow, and growth in both the U.S. and China has slowed over the last year.

Nisbet also noted the challenge that a changing consumer environment would face, not just in China, but in other countries: "The market is a bit more conservative, a little more consumer focused, less about consumer behavior. People are not very concerned. They know how to control the device and the service, and I don't think they have the same problems as they did in the U.S."
